Percentage difference is symmetric: neither value is treated as the original or accepted reference. The absolute gap is divided by their average. Swapping the two values leaves the result unchanged, unlike a directional percentage increase or decrease.

The formula
The inputs are restricted to nonnegative quantities measured in the same units. If one is zero and the other is positive, the result is 200%. If both are zero, this tool reports no difference as 0%, while explicitly noting that the relative formula itself has a zero denominator.
Comparing 80 and 100
The absolute difference is 20 and the average is 90, so percentage difference is about 22.2222%. By contrast, the directional increase from 80 to 100 is 25%, and the decrease from 100 to 80 is 20%. These are different questions.

Choose the denominator for the question
Use percentage difference when comparing peer values without a natural baseline. Use percentage change when comparing a before value with an after value. For percentage error, an accepted or theoretical reference usually belongs in the denominator. The names are sometimes used loosely, so the displayed formula is the definitive convention here.
The symmetric average-based measure ranges from 0% to 200% for nonnegative inputs. It is not a statistical significance test and does not describe uncertainty, sample size, or the probability that a difference is meaningful. Measurement precision and context remain necessary for interpretation.

Why does one zero give 200%?
The average is half the positive value. Dividing the full gap by that half yields two, or 200%.

You can apply this relative formula, but the direct subtraction of two rates gives a percentage-point difference, which is often the intended comparison.
